In the above position Kasparov played his knight from d5 to b4 left his hand, suddenly noticed that 27.Bc5! would lose the game. So he picked his knight again and moved it to f4. "I was not sure whether I had left the knight. In blitz it is difficult to tell," said Garry in his interview with Maurice Ashley at the end of the day. "I looked at Hikaru and the arbiter. If they would have claimed I would have resigned the game."

But sirsly it seems the blitz rule is that the move is not final until you press the clock (at least for the USCF).
#3 The USCF Chief Arbiter disagrees.

#1 The arbiter has no responsibility to say anything unless a player makes a claim.
Kasparov can do anything, thats the answer...

Nakamura had simply no choice. If he complained about it everybody would call it typical for his poor sportsmanship (also note that he had his own similar recent incident in a tournament game against Aronian, where he touched his king) and so this was a chance for Nakamura to repair his bad reputation at least a little bit.

These were exhibition games where Kasparov was also donating everything he won to the US team. Kasparov broke the rules, but under the circumstances I think Naka playing on was just good and decent sportsmanship.
