Opponent doesn't lose even when they have been flagged

Hi everyone! As mentioned in the title, I was messing around with the draw and cancel draw button in the above game while my opponent's time was running out. Towards the end, I accidentally sent the request when he had maybe less than a second left on the clock and had gone offline. However, after the clock hit 0, the game suddenly showed a draw by mutual agreement. Did I lag somewhere or was it a server error or something?
I think I heard before that it automatically counts as a draw when you make an offer and opponent doesn't respond it

doesnt he hv to accept it?
No but when he idles, it somehow counts as accepted ...

It happens frequently in case of problems with internet connection, that the clock of the opponent in the browser/app doesn't stop.
